Current and historical information on the planning policies which relate to the borough.

The core strategy

The Blackburn with Darwen core strategy was adopted in 2011 and is the borough's overarching planning document. It sets out priorities for future planning and development of the borough and is used when determining planning applications.

Local Plan Part 2: Site Allocations and Development Management Policies 

The Local Plan Part 2 was adopted in December 2015.  Alongside the previously adopted Core Strategy (Local Plan Part 1), it aims to shape the future development of Blackburn with Darwen in order to create jobs, attract and retain a skilled labour force, and strengthen the Borough's competitive position in the North West.  It identifies strategic land allocations which are essential to delivering these objectives; and sets out development management policies which will be used in assessing planning applications.

Supplementary planning documents and guidance notes

The Council has produced a number of supplementary planning documents (SPDs) and supplementary planning guidance notes (SPGs) which provide further information and guidance on planning policies and proposals.

Infrastructure delivery plan and housing land supply

The latest infrastructure delivery plan and housing land supply position statement (including housing land trajectory and five year land supply and gypsy and traveller five year land supply​) are available to view.

Interim policies

In cases where planning issues are not sufficiently covered by policy the Council may choose to implement interim policies.

Houses in multiple occupation

An Article 4 direction, which controls the change of use from a family dwelling to a house in multiple occupation (HMO) in certain wards, came into force in February 2013.  The affected wards are Shear Brow, Corporation Park, Wensley Fold, Mill Hill, Ewood, Sudell and Sunnyhurst.

The Council has now adopted a housing space standards policy for new dwellings and Housings in Multiple Occupation.

Affordable housing

Public consultation

Planning policy documents are subject to public consultation and the Council has produced a statement of community involvement (SCI) which guides how consultations are carried out.

Local development scheme

The local development scheme (LDS) provides information on the documents that the Council proposes to develop up to 2021, and an annual monitoring report (AMR) is published by the Council annually monitors how the Council's planning policies are performing against indicators.
