Roadworks permit scheme

Roads can become congested and journey times unreliable due to a range of factors. One significant cause of this disruption is road works undertaken by a number of organisations including utility companies, transport authorities and local authority highways departments.

Under the Traffic Management Act 2004 Part 3 and under the new rules of the De-Regulation Act a highway authority can introduce a permit scheme to manage road works, as part of the process before a introduction and approval an authority must publically consult on the scheme.

The scheme aims to improve the effectiveness of the transport system in Blackburn with Darwen which is an essential driver of economic growth in the area, connecting businesses with their employees, suppliers and customers.

Under a permit scheme those undertaking road and street works will have to apply for permission to work before they start unless it is an emergency where they have to apply within 2 hours. Blackburn with Darwen will then grant, refuse or request a modification to the application. Part of the permit will also be a list of conditions, which will be jointly agreed with the utility companies and will be used to tailor the works to benefit the highway users.

Blackburn with Darwen will be developing a permit sheme and we are interested in the views of utility companies and others who will be directly affected by the scheme, as well as welcoming any general comments on the scheme.
